10 easy steps to create an enemy and start a war:
Listen closely because we will all see this weapon used in our lives.
It can be used on a society of the most ignorant to the most highly educated.
We need to see their tactics as a weapon against humanity and not as truth.

First step: create the enemy. Sometimes this will be done for you.

Second step: be sure the enemy you have chosen is nothing like you. Find obvious differences like race, language, religion, dietary habits fashion. Emphasize that their soldiers are not doing a job, they are heartless murderers who enjoy killing!

Third step: Once these differences are established continue to reinforce them with all disseminated information.

Fourth step: Have the media broadcast only the ruling party's information this can be done through state run media. Remember, in times of conflict all for-profit media repeats the ruling party's information. Therefore all for-profit media becomes state-run.

Fifth step: show this enemy in actions that seem strange, militant, or different. Always portray the enemy as non-human, evil, a killing machine.

Sixth step: Eliminate opposition to the ruling party. Create an "Us versus Them" mentality. Leave no room for opinions in between. One that does not support all actions of the ruling party should be considered a traitor.

Seventh step: Use nationalistic and/or religious symbols and rhetoric to define all actions.
This can be achieved by slogans such as "freedom loving people versus those who hate freedom."
This can also be achieved by the use of flags.

Eighth step: Align all actions with the dominant duty. It is very effective to use terms like, "It is god's will" or "god bless our nation."

Ninth step: Design propaganda to show that your soldiers have feelings, hopes, families, and loved ones. Make it clear that your soldiers are doing a duty; they do not want or like to kill.

Tenth step: Create and atmosphere of fear, and instability and then offer the ruling party as the only solutions to comfort the public's fears.
Remembering the fear of the unknown is always the strongest fear.

JESSE JACKSON, JR.'S CHICAGO BUTTERFLY BALLOT

KARL ROVE CLAIMED: "this same butterfly ballot, similar--very much similar to the format being used in--in Florida, is also used in the other races in Cook County, including the race for the congressional district seat now held by Jesse Jackson Jr." See Nightline Transcript.

THE TRUTH: The ballot presented to Ted Koppel, on camera, by Karl Rove of the Bush campaign, and then deftly shuffled under a piece of paper out of sight, was a forgery. After being caught in this lie, the Bush campaign claimed to have gotten, quote, "bad information" concerning the Chicago ballot. The Nightline audience's laughter was eloquent. See details.

PBC BALLOT COMPLAINTS

CAME ONLY AFTER THE POLLS WERE CLOSED

JAMES BAKER CLAIMED: Complaints about the Palm Beach County butterfly ballot only began after voting had ended. "And we haven't heard one gripe about that ballot until after the voting took place." See AP Report.

THE TRUTH: "It was clear there were complaints before polling closed on Tuesday and before it was clear the race was tight enough for the Buchanan vote to be a real issue." See Reuters. Elections officials began receiving complaints about the confusing ballot as soon as the polls opened, and even sent memos out to the polling workers acknowledging this.

MANUAL RECOUNTS ARE UNCONSTITUTIONAL

REPUBLICAN LITIGANTS CLAIM: "manual recounts are unconstitutional because they give more consideration to some ballots than others." See Reuters Story.

THE TRUTH: Government: Florida elections statute permitting manual recount of votes was not unconstitutional. A Florida elections statute which permitted county canvassing boards to authorize a manual recount of votes upon a timely, written request of a candidate or a political party did not rise to the level of a clear constitutional injury in violation of the First Amendment, due process clause or equal protection clause. The statute was reasonable and nondiscriminatory on its face. The recount provisions were generally applicable and evenhanded. Further, they did not limit the candidates' access to the ballot or interfere with the voters' right to associate or to vote. Moreover, the statute served an important governmental interest. It ensured an accurate and true reflection of the will of the electorate. See Westlaw Bulletin.

ALMOST 17,000 REGISTERED

REFORM PARTY MEMBERS IN PALM BEACH COUNTY

KARL ROVE CLAIMED: Buchanan's performance in Palm Beach County is not anomalous, because, "There are disproportionate shares of Reform Party members in Palm Beach County. For example, while there's 16,695 Palm Beach County residents who have registered in the Reform Party, in the nearby county of Broward, there are only 476 individuals registered to this party." THE TRUTH: "In Palm Beach County, more than 16,000 voters registered in the Independent Party, one that claims no connection to Pat Buchanan. But only about 350 registered in two different Reform Parties." See Nightline Transcript.

BUCHANAN'S PBC PERFORMANCE NOT ANOMALOUS

A REPUBLICAN MONKEY MAILER CLAIMED: The Buchanan results in Palm Beach County were not anomalous, considering Buchanan's almost 9,000 votes in the 96 Republican Primary.

THE TRUTH: "Some commentators have argued that the fact that Buchanan received 8,788 votes in Palm Beach County in 1996 indicates that it is reasonable to believe that he could receive 3,407 votes there in 2000. However, this argument ignores the fact that in 2000 Buchanan received only 17,356 votes in Florida whereas in 1996 he received 162,713 votes in Florida." (See Harvard Research). There is a 97.5% chance that at least 2000 of the Buchanan votes in Palm Beach County were intended for Al Gore. (See New Scientist: Statistically significant.) (Complete List of Statistical Resources) The Buchanan campaign has characterized the Bush claims refuting these voting result anomalies as "nonsense," and has admitted that many of the votes cast for Buchanan were obviously intended for Al Gore.

BUSH CAMPAIGN HAS DOUBTS ABOUT MANUAL RECOUNTS

JAMES BAKER CLAIMED: James Baker III, representing the Bush campaign in the recount controversy in Florida, said Saturday that manual recounts -- such as those being conducted in Palm Beach County -- were less accurate than machine recounts and more subject to ``potential mischief.'' See AP Story.
THE TRUTH: See AP Story. In 1997 G W. Bush signed into law in Texas a statute asserting that hand counts are preferable to other methods of recounting election ballots. See Official State of Texas Website, Statutes: 75(R) HB 331. Also, six (mostly republican) counties have performed unauthorized, unrequested manual recounts, increasing Bush's margin, including Seminole County, which netted GW an additional 97 votes. Republican Party Vice-Chairman Jim Stelling claimed that having taken the time to do a full manual recount, "It gives more integrity to our ballots than any other county in the state of Florida." See Sentinel Report, even though it caused them to exceed the Secretary of State's 5 p.m. deadline for submitting the results of their MACHINE recount. This was one deadline she was obviously willing to waive.

among multiple requests for a recount of electronic voting system results, only one method may be used in the recount. A manual recount shall be conducted in preference to an electronic recount and an electronic recount using a corrected program shall be conducted in preference to an electronic recount using the same program as the original count.
Texas Election Law for the Counting of Punch Card Ballots and Chads
a vote on a ballot on which a voter indicates a vote by punching a hole in the ballot may not be counted unless:
(1) at least two corners of the chad are detached;
(2) light is visible through the hole;
(3) an indentation on the chad from the stylus or other object is present and indicates a clearly ascertainable intent of the voter to vote; or
(4)the chad reflects by other means a clearly ascertainable intent of the voter to vote.
(e) Subsection (d) does not supersede any clearly ascertainable intent of the voter.


REVOTES REQUIRE FRAUD


JAMES BAKER CLAIMED: There is no legal precedent to have a revote in cases where the mistakes that adversely affected the results were unintentional.
THE TRUTH: The Florida Supreme Court ruled in 1998, in connection with a disputed Miami election, that if there is "substantial noncompliance" with election laws and a "reasonable doubt" about whether election results "expressed the will of the voters" then a judge must "void the contested election, even in the absence of fraud or intentional wrongdoing." VOTER NEWS SERVICE DOESN'T "CALL" STATES,

JUST GIVES RAW DATA

MONKEY MAILER CLAIMS: I don't believe VNS [Voter News Service] calls any states... From what I understand, they simply give the data to the networks who then make the call.
THE TRUTH: VNS gives raw data AND PROJECTIONS to its client networks. VNS never called Florida for Bush, his COUSIN did, though: "With all but about 4 percent of Florida's precincts reporting, W. was leading the Veep by around 30,000 votes, though the Voter News Service exit-poll consortium insisted Florida was too close to call, and the precincts still out were largely Democratic. So John Ellis -- who since has acknowledged that he was on the phone during the night with both W. and his brother, Jeb -- took matters into his own hands and called it for his cuz." See LA Weekly. Ellis called the state for his brother at 2:16 a.m., ironically, after he had been on the phone all day with George and Jeb feeding them confidential and embargoed VNS data. When asked about the second call, calling Florida for Bush after it had been called for Gore, "Warren Mitofsky, the first director of VNS who worked Election Night for CBS and CNN, reacted with disbelief when the VNS statement was read to him over the telephone. NIXON DIDN'T PURSUE LEGAL ACTION AFTER HIS 1960 LOSS

BOB DOLE AND JAMES BAKER CLAIMED: Richard Nixon, a Republican, conceded defeat in a close presidential race in 1960 rather than appeal close results. See ABC NEWS.
THE TRUTH: Although they concealed this fact from the American people, Nixon and his surrogates instituted legal action, and demanded recounts. In fact, their demand for a recount in Hawaii (where he had been projected the winner) caused him to lose those electoral votes to John Kennedy.
